Fixed bugs:

 * Ported libbzip2's fallback sort algorithm to CBZip2OutputStream to
   speed up compression in certain edge cases.  Merge from Commons
   Compress.

   Using specially crafted inputs this can be used as a denial of
   service attack.
   See CVE-2012-2098.
